"We need a Marshall Plan for ICT (Information and Communications Technology) infrastructure development in Africa," said ITU Secretary General Hamadoun Toure, referring to the eponymous post World War II US aid package for European reconstruction.

Toure said meeting the UN's connectivity targets by 2015 would act as a catalyst for broader economic development. The ITU is aiming to connect all villages in the world to the Internet by then.
