SA has been for years.. worked with some awesome chaps from New Delhi... they definitely knew their stuff.
The only problem was their salaries, Not market related and most were underpaid (hope that has changed in the last 3 years tho)

This happened in the UK too. Swathes of people coming from poorer countries willing to work long hours for less pay and less benefits. It caused a big rift in the industry.
It's not the answer. We need to stop people from leaving rather than getting cheap foreign labour in.

The problem I have is that these guys/gals qualify as BEE candidates which makes a mockery of the whole system.
You do know that it only applies to South Africans?
As for the subject at hand, I came across an opportunity where I wanted to supply the Local office of a multi-national some Project Management skills. We are talikng serious WAN projects here so a SA PM with that type of experiance would cost about R 800-900 an hour. They were able to get guys from India with more experiance at 60% of the rate per hour
We were shocked, these guys take a knock in rates, but make it up in the volume of work they will receive.

You need to realise that in many instances where a project is crucial to the money making ability of an organisation, they tend to be a lot less insistant on BEE. Prime example would be SARS, they recently went out to tender for their data and voice networks, we were thinking of responding however, the "minimum" requirements for that tender excluded the majority of SA companies and left it up to the DDs, Telkoms, CSCs of this world.
I'm currently working on an IP Telephony tender and BEE consideration forms 10% of the rating. 80% of the rating goes to the solution and past experiance.
India is obviously not only dumping Tata on us but also now cheap labour.
The new era of exploitation of Africa begins as traditional exploiters (European states) are replaced by emerging economies (China and India).
I hope the Africans wake up quicly enought before its too late.
Did anyone see that ad that ran on TV about 6-9 months ago about South Africa welcoming TATA. It was obviously
paid for by TATA but sounded as if South Africa was welcoming TATA with open arms - because TATA can do
SO MUCH good for SA.

Still is...
Lots of locals working abroad, doing the same jobs as (sometimes lesser qualified) citizens of foreign countries at almost half their rate of pay, but still earning much better than working for peanuts locally.
How is India exploiting us ? By supplying us with cheap labour and cheap cars...?
If that's exploitation then the UK, Canada and US better wake up cause we are exploiting them big time....

That is definitely not the case. At my last job, the company was happy to hire a indian bloke who was not from SA because but would not hire any white guys. To make matters worse, I could happily give the guy a 20% increase without any problems because he was now a BEE employee but could not give the white staff anything more then a 5% odd increase.

I would say that it's more like businesses exploiting the Indian workers here. That adversely effects the salaries / job prospects for local people.

Although BEE forms only 10% of the final rating, it will have certain fundimental minimums etc. So it's only 10% for the people that get past the first phase.
