It might be that the the average intelligence is dropping, but I would not trust the article for that since the author obviously does not know what IQ is.

Not quite. Normal IQ is 100. Average IQ is an average, and is actually lower than 100 in many countries (though higher in some, like Japan and Finland).
IQ is not a good measure of intelligence though, nor of success in life.

A measure of ability would be better, you can have some with real great IQ but can't apply the theory.

Not quite. Normal IQ is 100. Average IQ is an average, and is actually lower than 100 in many countries (though higher in some, like Japan and Finland).
But normal IQ is derived from the average ability of someone in a given age-bracket.

Sorry mate, your sources are wacked. The human population increases its intelligence by 3% every 10 years (with the kids being born).
Also, there is no such thing as "devolution". Would you like to try this again? but this time with a bit more information on the topic?
