Restricting Email (no pictures or video)

Anyone know if there is a way to restrict a user to receive pictures and videos through Email (Outlook Express 6/Outlook 2000 and Outlook 2007)?

I know there is a rule that can be made in Outlook Express setting a specific file size for emails, but is there anything a bit more effective than that?
 
AFAIK that will have to be done server side. Prob not the cheapest option but you can get a standalone box running something like Lan Suite to do POP3 collection and that has content filters where you can restrict content. Maybe there is software like net nanny that could do it but anything on the actual machine could easily be bypassed.

How many users would you be looking to filter?
 
About 20 machines.

It does't have to be on the actual machines though, I would prefer to have a PC that no one touches to to this work.
