Business hiding behind sector charters — Manyi

EMPLOYMENT Equity Commission chairman Jimmy Manyi is at the centre of a new storm over black empowerment, calling yesterday for the abolition of SA’s much-vaunted sector charters which, he said, shielded business from genuine transformation.

His call came as he poured scorn on the latest results of the banking and financial sector review published yesterday, which he said showed the industry was not “sincere” about transforming itself.

Manyi is no stranger to controversy. Earlier this month he said companies were like Irish coffee with whites on top, blacks at the bottom, and a sprinkling of chocolate on top. He suggested that companies not complying with employment equity be fined.

Manyi's apparent ill-informed, attention-seeking outbursts are resulting in very few people taking anything he says seriously.
What a chop!

Guys, please do not think I'm supporting Jimmy here.

But don't you think that it is unfair that some industries get to implement these charters, whereas the rest of us have to conform to the codes of good practice regarding BBBEE?

Interesting point, however which industries do not have a charter to adhere to, or at least have one pending? As far as I knew all charters were based on BBBEEE policies and all industries would be assimilated) )

They are all "based" on the codes of good practice, however the devil is in the detail, as they say.

The only charter that I have seen that meets and IMO exceeds the codes of good practice is the ICT charter, e.g. the charter sets a MINIMUM equity target at 30%, 5% more than needed. The financial services one sets a target of 25%, as required, however their MINIMUM is brought down to 10%. Other discrapencies appear in the prefferential procurement targets, employment equity in senior managemement.

Even if I was to open my own business as a black person and conform to the codes of good practice, they can also "comply" with far lower targets and they end up being higher level contributers than me. Hardly seems fair don't you think?

Now theoretically I can also subscribe to the charters themselves, however that would require me to be a member of their respective councils which comes with a price that most SMMEs just can't afford. And now that compliance certificate just becomes something out of my reach.

After over a decade and we still have it? My thought; It's racist and still only ensures the same people get richer.

All these things will come to pass. Some asses need to knock their heads and hooves on rocks and branches more than once to learn...
