It was a joke aimed at both sides of the fence. Nothing more than a simple rewording of the popular "This is Africa".
Actually it also involved a comment you made not so long about Americans. Anti Americanism irks me especially when you consider that in this case you're just as likely if not more likely to be involved in a mass school shooting if you're Canadian

It's actually correct english, albeit an uncommon usage.
I see that the school actually had a response plan/drill for this situation. A sad indictment of the popularity of school shootings. Still, the action plan should have included an armed response faster than the police. Waiting for students to shoot themselves is a waste of lives.
