For most of these prefixes we have to thank the probably millions of inactive (on its way to expire) prepaid sims.
Aren't those Telkom Maxicall/Sharecall or whatever numbers?

Telkom sharecall is 0861, but I'm pretty certain that I've seen someone with an 086 prefix on their cellphone number.
You sure? I thought the first 3 digits were specific to a network, aside from porting.
