As far as I understand an analogue signal can be degraded by interference so when the signal is converted from digital to analogue there MAY be some degradation but not noticeable to the eye.

time for a biteme classic.
all (more than 99% qualify as "all" where i come from) dvi graphics cards connectors conform to dvi-i as far as pin assignments are concerned. dvi-i is a combination of dvi-d and dvi-a
dvi-a and dvi-d physically coexist within the dvi connector, as they use different pins. so, lets be clear...that dvi port on the back of your graphics card...well...it is spitting out digital signals on one set of pins and analogue (vga) signals on another set of pins.
the "converters" should actually be called adapters...they dont convert any signals, they just adapt the plug to fit the socket. the signals are already there.
as to losing quality, no, none is lost going from vga to vga (as explained above), however, if your TRULY TRULY have something whch outputs dvi-d and you convert to vga using "magic-box-of-tricks" then you will lose a bit.
but not enough for you to even notice.

the 4 pins labelled C1, C2, C3, C4 and C5 are your vga signal.
