Since when is South African compared to 'developed' anything?On the other hand maybe the minister has a point - that free enterprise has not delivered in other areas. With three cellular operators we still have some of the highest cellular rates in the developed world.

Precisely. Re-hash is all we do and all we get. As much as things change around here, the more they stay the same. Different is only different compared to what we think we knew before. Tomorrow we'll re-think what we know today and next year we'll have changed nothing.
