Huawei E220 Error 619 on PAYG but not on Contract

Tried connecting E220 via MTN PAYG sim.
Get Error 619

Tried using MTN Contract SIM - No problem
Tried using Vodacom PAYG SIM - No problem
Tried using Vodacom Contract SIM - No problem.

Error 619 only happens on MTN PAYG sim.

Any ideas ?
 
try registering on the mtn website using the sim card. Wait a few minutes and try again work for me . Also used mtn and didn't want to work untill i registerd on mtn site maybe the data thing.
 
The SIM card in question is already registered on the website.
