I set up the site according to your specific layout, features you requested.
Can be done Dot net Nuke also, which btw is also free like Joomla.
Although Dot net Nuke makes use of asp, which means your hosting will be more costly.
Joomla with some addons meets your requirements. Dot net Nuke seems like overkill.
