Just like everywhere else in the world where there is fixed line competition, I guess there's no obvious way to know up front. However, perhaps like the mobile operators, you'll be able to tell by what ringing sounds like (Telkom and Vodacom sound the same, but Vodacom and MTN sound very different, and so do Telkom and Neotel - call their head office number). Before MNP, you could always tell the mobile network from the number, now you have to listen to the ringing to know which network you're calling, and what you'll be charged.

I think that NeoTel might have a different prefix.
