Not at the monent, but all traffic, local and international, up and down, counts towards the cap.
At the moment, when you do get capped, you still have internet access to local sites and local mailservers. Everything international is as good as dead once capped though.
There is talk that Telkom want to introduce a 'Hard cap' (Cap everything ie no internet connection at all) after you reach your limit in November, but that has not been confirmed as yet.
