How long does it take to upgrade your adsl line
from telkom and do they charge pro-rata if there is
a few days left in the month.

Everything is pro-rata. It's how the world works. If any company doesn't charge you pro-rate for signing up mid-month, then they're robbing you and you should rather avoid them
