Ebay sucks,they are crooks just like some of the sellers on there unfortunately.
Don't trust ebay guys ,I've been burnt badly...and yes I'm quite street smart its just that I placed faith in ebay claims policy which is a farce.

I like eBay. Sometimes you really can find a bargain there. Of course most items are just BUY IT NOW items and most sellers are store fronts. YJ! Auctions are also pretty cool.
Still, the old logo is active on Ebay as we speak.

I have bought over 25 high value phones and other electronics over the space of four years from ebay,items all over R3000.I have also bought tons of low value items i.e under R5000 during that same time frame.I had never had a single niggle until the day somebody decided to con me.
I lost R6000 on a single purchase and initially they said case had been ruled in my favour to to seller not being able to prove he sent the item within 7 days and I'll be getting a credit shortly,next thing you know they change their decision based on the fact that I had too many "cancelled transactions".Those were basically from sellers that are weary to ship to south africa which I'm sure many of you that buy on ebay have experienced.
So in the end after trying to talk to them even telephonically i just got generic rubbish out of their operators and they didn't really look at my case properly just shrugged me of because of some bureaucratic red tape.Meanwhile I had to say goodbye to R6000.Paypal was non the more helpful since they are owned by ebay and that was that.
Seriously if you going to buy low value stuff then fine but don't take the risk with anything that costs more than a few dollars.Personally I'll never deal with or recommend ebay again.

You have to check whether the seller ships to SA before bidding. If they don't and you have a good reputation, ask them if they will sell to you before bidding. Most usually will agree to ship to you.
Secondly, if PayPal fails you and Ebay fails you, you can file a case on each one separately, you can go to your credit card company and request a refund that way too. PayPal doesn't like that but they have no choice.
I've been on Ebay since 2003 and have never experienced a cancelled transaction. But that's because I don't BID or BUY items which are not shipped to SA.
That's it. Sometimes you find "Ships Worldwide" but then SA is excluded OR it only lists "Europe, North and South America, Asia and Australia" but no Africa. This is not always a deliberate attempt at excluding SA. If I ask, normally more often than not, the seller will ship to me.
