With Chip and Pin and no longer signature as a requirement the burden of proof falls on the card holder. If someone gets your card and guesses your PIN, you basically have no recourse. You gotta pay.
Funny, by mentioning the least used pins they ended up listing mine![]()

Just take the 4th or 5th most popular PIN. Most cards only give you 3 strikes before it locks...

Why the need to publish the least common PINs?
Maybe they should start using 5 or 6-digit PIN's as opposed to the current 4-digit presently in use?
