The DoC and Telkom will stall the upgrade to a NGN for as long as possible so that can continue to overcharge for telecoms in South Africa. Even when the NGN is up-and-running, the cost savings will not be carried over to the consumers all so that Telkom can 'recover' the upgrade costs for the next 10 to 20 years like they're doing with the current system which was paid for by taxpayers when Telkom was still 100% state-owned
