Static IP address on SIM card

I have an application that requires a static IP Address on a sim card. Can anyone point me in the right direction. Thanks

Thanks I dont have much experience with APN / VPN ect. I have a product that has web server software connected to PLC's for remote monitoring ect.
If the web server is connected to dial up ISP I can connect fom a laptop via an edge modem but not from the dial up to the edge modem connected to the web server software. How do you connect using a different APN.
