There is no diff betweent the two if you don't have internet for updates, new features etc. Both use internet to download those. For compatibility Win is better but if you do happen to link a machine to the internet, Linux is far less likely to be snorted by some virus. I remember reading that ther average time for a clean, newly connected windows box, to be infected with a virus/worm/adware when connected to the internet is about 45 minutes.
As far as the available applications go, although there are far more windows apps out there, there is a massive amount of free applications available through the Ubuntu package manager that are available with a internet connection free of charge. Check the box and Ubuntu takes care of the rest for you. No need to worry about compatibility etc.
