IBurst Static IP address

I have a static IP address with Iburst. I am trying to create a FTP site on my local PC at home, but having trouble setting it up. Have done the following:
1) Created a folder under my C:\Inetpub\wwwroot
2) Under IIS default web sites - tab called Web Site Identification I have entered this static IP address. Under home directory tab - point to the folder I used in point 1 above
3) Under IIS default FTP sites - created virtual directory called "foldernameFTP". Under tab called Identification also entered static IP address. Home directory points to folder in point 1 above
4) When I open up explorer and use the following ftp://44.44.44.44/foldernameftp (Being my static IP address) it does not show contents of FTP folder. If I use ftp://192.111.111.111/foldernameftp (being the actual PC ip address) then it does show the contents

Question - I want someone from external to my home pc to have access to this ftp folder. How do I get it to work

PS: I am using a linksys wireless router between Iburst and my home PC

Simple error.
Enable Virtual Server/DMZ on your router and point it to your pc's ip address
 
Step 1 : Do port forwarding / nat / virtual server , that points to your internal IP.Make sure you port forward port 21

Note - Due to the complexity of th ftp protocol , using NAT and going and a router might bring up some problems.If u dont come right read the following article on how ftp protocol works.

I did what you said and I now manage to connect (via VNC or remote desktop) to the home PC where I have the FTP server setup. I then go into CMD mode and issue the FTP 123.1.2.3 command. It gives message of "Connected to 123.1.2.3" then straight afterwards gives message of "Connection closed by remote host".

I can download email and I can browse the internet with current settings

Any ideas
