I believe that you can do that but you might still need to pay ICASA fees to 'update their records' or some such nonsense.Can't you sell the comany/legal entity that the license was issued to?
I went in personaly today to ICASA to see what is the status of these licenses. (i just relised the value of my license - ANY OFFERS over R1m
This is 3 things that i was told.
1. NO NEW licenses - that means if you dont already have IECNS OR IECS you will not be able to get one unless you purchase from a "current " holder or buy out a company that holds the license
2. Transfer of license is - R100000
3. Vodacom, MTN, CELLC, Telkom etc has the same license & is valued at 100 million Rand
As far as I'm aware the reasons are as follows:
1) The IECNS/IECS licenses are incredibly expensive, as infogeek indicated, they are in the region of millions of rands.
2) These were awarded to all existing VANS due to the recent legal battle by Alcatel and co. whereby it was determined that VANS were able to self provide and therefore should have the larger licenses that allow it vs. the smaller ones that do not.
3) This does NOT apply to any NEW ISP's coming onto the market however, they can *only* receive the smaller in scope licenses, meaning they cannot self provide.
4) The larger licenses can ONLY be obtained should the company in question be "invited" (by the DoC minister if memory serves) to apply for one.
5) Here comes the kicker. These larger licenses are very expensive to renew, therefore many old VANS holders (especially smaller players) who now have these larger licenses are likely to not be able to afford the renewal cost, or will just not see sense in renewing more expensive licenses they couldn't use anyway, and will therefore downgrade, moving to the smaller, and more affordable, license. At this point they will lose the ability to self provide.
6) For many providers this doesn't change things for them, these smaller licenses do not prevent them from being able to roll out their own networks, but rather limits them from being able to provide their OWN self-laid infrastructure, such as fiber, copper or wireless (instead requiring they purchase this infrastructure from a license holder) - for many of those providers this was WAY beyond their budget anyway.

Is the license really that much worth? What about the thing on January 19 2009...? Apparently if you haven't used your IECNS license the why it should be used it'll be withdrawn...That is what concurns me...:erm:
