Nope... The trace says otherwise, but i cant quite figure this out. While those results seem normal i get this

Busy testing with my TI account, and speedtest is exactly the same. In fact its struggling to do the speed test

That'll rule out us as being the root cause then :)
Sounds like Telkom are still doing some work on your fault.
 
The evening issues has still not been resolved. Latency much higher on Afrihost network and Android play store downloads still not running good.

I've also been experiencing very sluggish browsing speeds and much slower than usual streaming speeds on youtube, netflix, amazon video, cnn, bloomberg, twitch (and fluctuating download speeds on a few gaming clients such as GoG and Battle.net) for the last 2 days. When I switch over to another account (WebAfrica or a 3G alternative), speeds are back to normal.

Speedtest.net takes a while to open, and when I am able to run tests (if the page doesn't time out while loading), it performs at about 10-45% capacity (1-4mb as opposed to the usual 9.5mb)

Looking at the line itself: there has been no packet loss when running tests, latency has been consistent and low, and I haven't experienced any line drops/desyncs. I've also played around with different DNS addresses, but it hasn't helped.

I can definitely see a spike on hop 7 during your evening test. Your 9am test looks fine. Were you experiencing issues yesterday morning which is why you included that result?

Would you be able to post some of these test results for me to have a look at? You're describing issues with a wide range of protocols that shouldn't all be affected at the same time, even if your account is being shaped (assuming you're on Uncapped).

Which DNS servers are you using?
 
A little better on my side. Torrents were up at around 400kb/s and i could stream Youtube on around the 480p setting.
