I'm barely getting 9MB/s ↑ or ↓, over my 20/20 link/service.

Not really, you should get your 20Mbps just with a regular speedtest. Which fibre network?

Well you need to test with a cabled device as well to get an accurate result.

Doesn't really seem to have achieved any improvement except for the first 3 hops being lower pings but as soon as it exits cool ideas it's back to the +20ms

My latency in League of Legends is still the same - unplayable. Terribly unstable - constantly cycling between 189 and 360 ms.
