Mmmm, so are you uploading to Dropbox via Chrome? The examples I posted were to the Dropbox folder on my pc.

Try with Chrome and see if you get better results?
I see Chrome opens multiple threads to upload...
Maybe the dropbox folder only uploads single threaded....

Here is me uploading to Dropbox from 100/100 in CPT on Vumatel Trenched. (Note i have Windows Packet Scaling set to Experimental)

So by default in Windows 10, it's set to Auto? What command prompt to set to experimental?

Be very careful with changing the default, if you get more instability then change it back...

autotuninglevel - One of the following values:
disabled: Fix the receive window at its default value.
highlyrestricted: Allow the receive window to grow beyond its default value, but do so very conservatively.
restricted: Allow the receive window to grow beyond its default value, but limit such growth in some scenarios.
normal: Allow the receive window to grow to accommodate almost all scenarios.
experimental: Allow the receive window to grow to accommodate extreme scenarios.

These values can be setup using the following command:

netsh interface tcp set global autotuninglevel=<Insert value here>

I also have some very "High end" (By consumer standards) routers and networking devices, So that may also play a part in this.

Mikrotik RB2011 as my fibre router with a single connection into my gigabit managed switch which then distributes around the house to devices using Cat6 cable...

I do tend to agree, but i also kind of understand how TCP packet scaling affects speeds when over international connections.... Thats how the whole Twitch Relay came about, after @PBCool explained it all to me xD

Set to experimental... Significant improvement but still below 10% of max line speed and about a 5th of what you and Rich are achieving on 100Mbps lines!! FFS...

Funny Enough - I also seem to not be able to get more than 3MB/s down on my 100Meg line on any download except to services like Google Drive / Dropbox etc.....
 
Decided to test as well for you.
I'm on Windows 7 in Cape Town on OS 100/50

The first upload capped at 2.4MB/s in Chrome, but when i switched to Firefox and did the same upload it came close to hitting my upload limit at 4.4MB/s.
