Re the Real-Debrid issues it looks like this can be related to Angola Cables transit still leaking routes of ours in Europe. So will do some further tests tonight at peak on our test range.
Im not sure how openserve local access points are configured, do they actually use private ips such as these or is this still your local router gateway ? Whatever the case, these should definitely not be giving you any loss from the get go so I suspect the issue starts here.

192.168.10.1 -- This is a private network address, I assume it is your router? If it is your router, then you have packet loss on your local network. Try do a ping test from the actual router, some of them have the functionality.

Since around 11:00 PM last night until now I've noticed some intermittent buffering issues watching streams and VODs from Twitch as well as latency spikes while gaming.
Are you aware of any issues currently?
There seems to be increased latency spikes at hop 2 (which has never been the case in the past).
