I think this is a little naive. Sure having fiber and now finally world class line speeds is great and a MASSIVE (I can't emphasize this enough) step in the right direction, the internet and its services aren't as simple as "I have a faster line therefore everything should be perfect."
Here have a look at this:
This is the server distribution around the world for Overwatch league. Notice something? Africa is one of about 12 locations around the world who doesn't have a server. Yes I understand Overwatch is just a game but in the time I've been around the internet this is pretty par for the course of where international companies put servers. Actually its probably more generous than what most companies would do. We (Africa) just don't register on their radars. Amazon web services is another one that comes to mind.
The issues of not having local servers can be immense. Usually games, and I'd make an educated guess and say applications too, are built to be used at 90ms and less. We get 140 at absolute best, thats still well outside that range. Just think about what happens to one packet if gets lost at 140ms compared to what happens if you were using it at 20ms.
From what I've seen and read our fiber internet is probably on par or better than America's is, however they have the luxury of having every server and online service being BUILT for them.
Ugh I'm not saying it can't be done and it frustrates me that I can't always watch twitch but I do at least understand SOME of the challenges of making an international service like twitch work correctly, there are lots of moving parts some of which out of CISP's hands.
