OK borderless have had issues with their bandwidth so makes sense.
On international speedtests they grate me as they often don't reflect proper performance and we refuse to prioritise them like others do.
Check this speed http://releases.ubuntu.com/16.04.1/...torrent?_ga=1.163409084.1600833308.1472503839 as it will test UDP and if you watch the swarm will only serve from international sources. If there's discrepancy between this speed and your TCP connections then it could be a receive window limiting things which you can check here: https://www.measurementlab.net/tools/ndt/ (their tool is not right for speed and the rate limits on the connection are tiny but it will show tcp state). Anything other than 0% on receive window buffer is a problem and it will tell you if the machine Operating System is limiting TCP throughput as well. It also tries to point out if there is network congestion on the WAN side. Most of the time international throughput issues are a result of BDP WAN issues on TCP throughput which is often just an operating system hiccup. Windows recently tried to optimise their TCP stack in the latest releases but they aim for stability over speed so you may need to tweak TCP settings to get it right at all times.
And when in doubt, test over UDP with the Ubuntu which you can see swarms in from international sources. Then you can identify if it is network congestion on our end on of the pipe or somewhere closer to home.
Torrent is doing about 2.3 MB/sec
The borderless traffic is not being proxied btw... it doesn't explain the low speeds.
