It's not really acceptable for a provider of any service to stop providing the service they are being paid for and not compensate their customers.
So, as a means of recompense, surely Seacom should only charge 50% of their usual rate for wholesale bandwidth for the month of May? ISP's who have been reselling this bandwidth should then pass on the savings to those clients who have been adversely affected in the form of either doubling their cap for May, or halving their monthly subscription for uncapped accounts.
What do you think? Is that fair?
