iCloud on Windows 10

Apologies if this is in the wrong section...

I make use of iCloud to store personal files and access them on my work laptop running Windows 10 Pro. I cannot download and as such open any file and no amount of restarting, signing out, signing in, deleting, reloading, etc. solves the issue. I can see all my folders, I can see all my files but cannot download, open or access any of them. I have Googled and Googled and Googled but nothing has helped...

Any ideas?

And out of interest sake, are your files accessible as normal using your iPhone or iPad and via the web on icoud.com?

I can access files via my iPhone, I struggled for a while to download one file from iCloud via the web but eventually managed to do it. I am trying on my old MacBook but struggling with it as well, partly since it is so old and slow and partly because from what I have read, iCloud is a horrendously slow cloud storage solution.
 
I fired up my 2012 MacBook Pro but not even that is updating as it should, might require a lengthy sync as I haven't used it in a long time.

I can finally see my MacBook is syncing but I did log in and out of iCloud and restarted it.
