Logitec MX Anywhere Mouse won't scroll OS Windows?

I have this strange "feature" that developed a month or 2 ago where my Logitec MX Anywhere Mouse won't scroll OS Windows like "Settings" or the News app etc, the scroll wheel doesn't make the page move up or down, scroll works fine everywhere else.

I was hoping the April 2018 1803 update would sort it out but it hasn't.
I've disabled the "smooth scrolling" setting in Logitec setpoint because that was preventing scrolling from working with Chrome but that doesn't help with this issue.

Has anyone else experienced this issue or have anything I can do to try to fix it?

Just checked now scroll with the mouse works with Local Group Policy editor and the old style Control panel, it seems it's only not working with the new style UWP Apps and Windows Settings.
