FWIW, I download podcasts fairly regularly on my 384kbps line and very seldom have problems. On the odd occasion that a file does not fully download, restarting/resuming it works fine. As much as I like Firefox, in my experience it's downloader is quite fragile. I use wget or iTunes to download podcasts.
I can't say I've ever experienced this "caching" problem. I did have a frustrating problem several months ago (discussed on these forums) where certain files (often mp3 podcasts) would simply stop downloading or stall. MWeb and I eventually tracked that down to a fault on the local DSLAM, which Telkom fixed.
