This information is untrue.
Telkom Internet *never* applied a FUP based on Night-time usage, but the "static FUP" from early 2013 (when we moved to IPC) until late 2016 did throttle users during night-time if they exceeded their FUP (outside Night-time).
The original "hard FUP" levels from early 2015 were ~45GiB/Mbps (or 1800GiB) after which throttling of approx max(384k,speed/8) was applied 24x7.
From Dec 2016, the FUP values were ~45GB/Mbps for FUP level 1 and ~90GB/Mbps for FUP level 3 (at least when I left in 2017), with FUP level 1 being half normal speed, and FUP level 3 being max(384k,speed/8) outside NightSurfer time.
So, on 40Mbps, this would have been 20Mbps (between 19h00 and 21h00) after 1800GiB, 10Mbps (between 18h00 and 22h00) after 2700GiB, and then 5Mbps from 07h00 to 23h00 after 3600GiB.
