Maybe Vodacom are not saying anything because they actually don't have any firm figures yet because they are still negotiating with Apple.
I love how people will just instantly blame a company for something like this, without necessarily understanding all the intricacies involved in a deal like this. Its not like walking into a shop and saying I want that and signing the contract...

I am pretty certain that Vodacom has no clue when the iPhone will be coming out in South Africa, you can be sure that when they do they will have the Sunday papers plastered with advertising for it.
The day Apple decides to release the iPhone to the remainder of the countries on the list, will be the day Vodacom gets a call, sure, they know its coming some time, but they can only guess right now.
Apple stated in its latest Quaterly earnings press meeting that a further 22 countries on the list will be getting the iPhone on the 22nd of August. It did not say which countries they were. So now, its either the 22 of August or after that. And if you take into account that 22 is less than half of the countries left on the list, it could happen that we are say, #24 of Apples priority list. I hope not.
