Thanks, I checked that but saw it was at roughly 224ms. Maybe there's some routing wobble at the moment for one of the directions that is pushing it up there.
Cape Town is 220ms, Johannesburg is still 115ms.

Thanks for confirming, so there is hope then that Vultr could be my answer if the Cape Town routing gets sorted. Just need a decent VPN with FEC and maybe even dual-route, but that's asking a lot.

The latency to the first hop is currently 50+ms, is this due to a Frogfoot problem in Cape Town?

It looks like Vultr are favouring their HE upstream path for this prefix (which is longer). Team is just checking to see why this may be.
Thanks, really hoping it's something that can be sorted out from this side. I just need one VPS provider to reliably work as my SEA relay point and I can take it from there.
