Thanks, I checked that but saw it was at roughly 224ms. Maybe there's some routing wobble at the moment for one of the directions that is pushing it up there.

Thanks for confirming, so there is hope then that Vultr could be my answer if the Cape Town routing gets sorted. Just need a decent VPN with FEC and maybe even dual-route, but that's asking a lot.

Yup - they sent out a RFO for last week's outage this morning, and straight after that, the issues started again. We're monitoring and following up.
