Who's problem? Axxess, Telkom, or my modem?

Hello there

I've been facing this problem for three days now. I'm on Uncapped Sat 384 with Axxess, and for 15min or so my internet is working fine when I switch on the modem, but after that, suddenly local and international websites load extremely slow.

I ran diagnostics on my D-Link DSL-2500U router and I get the following problems:
Test ATM OAM F5 segment ping: FAIL
Test ATM OAM F5 end-to-end ping: FAIL

I contacted Axxess few times, who told me they'd reset the line, link the accounts, and get IS to check it. They said everything should be fine from their side, and Telkom should be the problem.

I phoned Telkom, who told me my line syncs well, the exchange is fine, and even reset my line from their side. They said it's the same as giving me a new port, so the problem is on Axxess's side.

I phoned Axxess again, who gave me a test account, from which I still get the error. So I got DNS settings from them, and I configured them on my Windows LAN properties (TCP/IP v4). The problem continues.

The internet hasn't gone down on the test account, but the diagnostics test still fails.

I'm so confused...Anyone has an idea what I can do?

Sounds like a line fault. The ATM OAM F5 segment ping will almost always fail, so no need to worry about that.
 
Thank you for the help.

I actually got hold of an Axxess test account, which ran flawlessly for two hours. As soon as I got back to my account, the old problem: uploads dead packets, regardless of the OS.

They said they would escalate the problem with IS, which I don't really care, as long as I get to catch up all my work lost...

When I thought I had finally found a reliable ISP, this hits me!
 
Ok, looks like now it was just an exchange which was down, but still interested in how you solved your problems.
