So what is an acceptable rate for a single thread download? I don't ever see better than 5MB/s on a 200Mbps line...
5MB should be plenty enough to stream most links from RD servers without issues.

Is with me is that mine starts out at 4 or 5 and then drops back to about 500K and stays there most of the time, only occasionally coming back up to about 1MB which is not good enough to keep a constant stream.

Most guys I've asked to test get over 4MB, so if we are all on CISP, then it can't be them at fault here.

So i have concluded my issue lies elsewhere. My only clue is that I am able to stream even 4K links with no issue after 11pm. I have confirmed this 3 nights in a row now.

My only suspicion now is contention or congestion during peak.
 
That would be the IPC links.
Either you have packet loss on your line, or 1 of the IPC links. Definitely want to forward that MTR to support. 1st hop (your router) looks perfect, so definitely something CISP needs to investigate for you.

Any official response on this issue?

Pretty sure there was a major fault last night affecting all of the ISPs. There was some dodgy local routing going on for a while, with a lot of reports of 200-500ms pings to local servers from various gamers.

Is the Cool Ideas and Openserve bundle a good option? I think I only have Openserve in the area I am moving too. Or does it really matter other than pricing?

Yes - then you don't have to deal with Openserve - CISP does it all

All things taken into consideration, I'm happy with my cisp and openserve bundle. Issues happens but at least with cisp from my experience they get sorted out.
 
Do the test again during peak time, 7-9pm in the evenings or Sunday afternoons. It could also be exchange congestion or ipc links. But you need insight from CISP to help track down the issue.

Looks like it seeing high latency to local websites, only returned to normal a few minutes ago
