response I received:I was told that their network is working perfectly and the issue must lie with my exchange.
Issues are in different locations, so rule out any IPC Telkom issues. Can also rule out metro ethernet link issues. Youtube running 100% in office, so no interconnect issues. Network is cruising at just over half capacity so no congestion issues. All routers responding perfectly so no issues there.
Possible issue: Could be Google load balancing some incoming connections or users are watching obscure videos with no local cache. Then Google (not CW) still serve it from the local node and use their bandwidth to pull the file from the nearest international node. This causes buffering on unpopular videos, but when you refresh the stream it is perfect. That's just the nature of Google's CDN delivery. A
Alternatively users are being DDOS'd but CW are not seeing any traffic spikes whatsoever to indicate that and no abnormal traffic coming up.
