Same here. BUT I had to format my PC today after I finally had enough of some dug in deep malware/virus/gogga that was wrecking havoc with my system Woke up this morning and couchpotato had downloaded 20GB worth of crap movies despite me "killing" it in task manager.
So I'm trying to reconfigure everything but I'm sure there are some things that are off. For one I cannot get CWs news server to work at all. So I'm hoping it's that and not anything network related because downloads are only coming down at 1/8th line speed here as well.

Managed to connect to thw CW news server but it downloads at 0kb/s :/ Newsdemon at least plods along at 15kb/s.

Torrents absolutely dead which is why I left IS.
HTTP download running at 174 KB/s. (off a 10meg line)
Hopefully netflix is working or its Kodi tonight.
