Thanks, gave me a chance to clear my chest as I am still sad that I had to leave Mweb. Had no choice!

Every ISP that resells Internet Solutions (which is most of them), Axxess and Afrihost (although the limit there is 0 - how much you get throttled doesn't depend on your usage, but on whether or not your neighbour is watching cats on Youtube or not) at least do. I'm not sure about Telkom, but judging from what I see in their uncapped feedback thread, they also throttle, and I don't think they have any specified limits.

My 1mb gets throttled at 106gb every few days.

Were you throttled at 124gb or before?
 
I got throttled when my 30 day rolling window was at around 129.8 GB
 
Interesting, I wonder if limit is shifting, at least it's going in the right direction.
