It usually bursts, so feel free to set it to 199Mbps.

The rate limit in Cake is actually set to 200 Mbps already, but for some reason with TCP BBR + Cake the effective rate limit seems to be about 95% of what I'm setting (at 100 Mbps ratelimit I was seeing about 95 Mbps after switching to TCP BBR). With TCP Reno I wasn't seeing this, but I haven't had a chance to investigate yet.

BBR is more effective the higher the latency. All your speedtests above are for JHB servers. What does it look like on speedtests to international servers?

Because your session with the server isn't increasing your TCP window size, which is required to get higher throughput on high latency links.
