Yup.. currently maxing out my connection with anime torrents..I can 100000% guarantee you CISP couldn't give 2shits about a service like RD that have a active userbase worldwide of under 1000
I torrent all the time and I max out my torrents on quality torrents at 25MB/s on my 200/200 package.
So RD might have crappy hosts that relay single seed torrents to stream from ie. horrible quality seeds that do not have reliable bandwidth at all. It is no different from accessing low quality torrents with either just one seed or low number of seeds with poor upload performance.
So the device cannot download faster than 1Mbit/sec... well blow me sideways, what a revelation. Let me guess, the firmware is probably the limiting factor.

Look folks I am only trying to help but there's no pleasing people. The issue with that particular user is in his own home, his own setup, and his own equipment. Its not the ISP, and I am sick of his tirade.

Tested it on remote host running on 10Gbit connection and getting 9MB/s
I am actually getting slower speed to that host from one of my dedicated 10Gbit hosts in the US so if that doesn't answer the fact that these rdeb hosts are all total trash then I can't help you further.
TLDR; RD is limiting the sending speed per thread and not the other way around. Its 100% RD issue and thats why your multi threaded test is convincing you that its a CISP issue but guess what remote hosts can also limit their per thread upload speed champ.
