I guess. Although you might as well try the normal Telkom support first - my guess is they might redirect you to WebAfrica.
That's going to weed the pushy ISPs (who can get Open Serve to heed their bidding) from the meek ones.Telkom refuses to deal with fibre clients directly. They want the ISP's fibre team to do the talking.

Got a call from Telkom/Openserve yesterday afternoon and they coming to install my Fibre on Tuesday (wanted to do today but I am not available).
