I won't call it lucky.... It's expensive and IPC is always to blame.
Switching pppoe accounts so quick and the line that is suuuuuper stable with zero packet loss is also nice.
Ohh and Vox Telecom also Cogent co. Looks like Afrihost/Axxess with Liquid Telecom > China Telecom Transit Provider is you best bet for lowest latency.
How do you see the packetloss... high pings? If so what is considered high?

seems to be behaving now but that isnt saying much because ive seen this before, you just wait a while for HE to keel over.

I know, (house mate teaches english to the chinese) but all other networks OTHER than HE have 0% loss and it works, with HE its a lucky packet situation most of the time.
right now its fine but for how long?

Doesnt this indicate that you can't just purely lay the blame at HE ?
Maybe other factors at play that affects both. Lots that can go wrong with 11k kms of cabling
